Scope is by street class, not speed limit: 2,376 of 2,703 street segments in Charlottesville are posted 25 mph, so the limit barely discriminates. Posted speed is still shown per crossing.
Each crossing is the line OpenStreetMap drew, measured as drawn. That line runs sidewalk to sidewalk, so it includes a ramp approach at each end — about 5 ft in total. It is not trimmed; see the notes in the repository for why.
Seconds are length at 3.5 ft/s, the walking speed the federal signal-timing standard assumes. Slower walkers are out there longer.
